In accordance with Sections 231(c)(2) of the Department of Housing and Urban Development (HUD) Appropriations Act, 2020 (42 U.S.C. 11364a (c)(2)) authorizes HUD to amend community participation for purposes of the Emergency Solutions Grants RUSH funds (ESG RUSH) to be deployed quickly in response to Wildfires and Straight-Line Wind Damage in the County of Los Angeles (Federal Disaster DR-4856-CA). The Los Angeles County Development Authority (LACDA) is making an amendment to the 2024-2025 Action Plan for the Los Angeles Urban County (Action Plan) available to the public through this notice.
Public Comment Period and Process:
This Action Plan amendment is available for a 7-day public review and comment period from February 3, 2025 to February 10, 2025. Community members are invited to submit written comments during the public review and comment period through February 10, 2025 by the close of business, via email to ActionPlan.Staff@lacda.org or to the following address:

Amendment:
This is an amendment
to the 2024-2025 Action Plan for the Los Angeles Urban County to incorporate
and enable the use of ESG RUSH funds from HUD to facilitate disaster response
and recovery from Wildfires and Straight-Line wind damage per Federal Disaster
Declaration (DR-4856-CA).
Funds
under ESG RUSH will meet needs that are not otherwise served or fully met
by the Transitional Sheltering Assistance (TSA) program or existing Federal
disaster relief programs (including both Federal and non-Federal cost share).
These proposed activities include, but are not limited to, overnight shelters,
public services, rapid re-housing, rental assistance, Tenant-Based Rental
Assistance (TBRA), transitional housing, and HMIS.
Background on the Action Plan:
The Los Angeles Urban County Action Plan contains the Countyā€™s strategy to carry out housing and community development activities funded by Federal formula grants received in the Program Year from HUD. These funds are from CDBG, HOME, ESG, and ESG RUSH programs. More information on the Action Plan is available on the LACDA website at https://www.lacda.org/community-development/plans-and-reports.
