In accordance with 24 Code of Federal Regulations (CFR) 91.105(b)(4), (c)(2), and (k) relative to community participation for Community Planning and Development Programs, and applicable waivers made available to those requirements through 24 CFR 5.110, 24 CFR 91.600, and 24 CFR 570.5, the County of Los Angeles (County) is making an amendment to the 2024-2025 Action Plan for the Los Angeles Urban County (Action Plan) available to the public through this notice.
Public Comment Period and Process:
This Action Plan amendment is available for a 7-day public review and comment period from February 12, 2025, to February 19, 2025. Community members are invited to submit written comments during the public review and comment period through February 19, 2025, by the close of business, via email to ActionPlan.Staff@lacda.org or to the following address:

Amendment:
This is an amendment to the 2024-2025 Action Plan for the Los Angeles Urban County to enable the use of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) to facilitate disaster response and recovery from Wildfires and Straight-Line wind damage per Federal Disaster Declaration (DR-4856-CA).
The CDBG, HOME, and ESG funds are planned to be used but not limited to the following activities:
Emergency Grant Payments, Tenant-Based Rental Assistance, Down-payment assistance, Infrastructure for affordable housing, Construction of new affordable housing/multi-family rental housing, Rehabilitation, Housing counseling;
Emergency assistance to micro-enterprises and businesses; fund public services for displaced and impacted residentsā€™ immediate and near-future needs; ongoing administration of grants to expedite deployment of funds; and planning funds to assist relief and rebuilding efforts.
Background on the Action Plan:
The Los Angeles Urban County Action Plan contains the Countyā€™s strategy to carry out housing and community development activities funded by Federal formula grants received in the Program Year from HUD.
