LACDA Executive Director Appointed to Housing Advisory Committee

California Interagency Council on Homelessness Adds 31 New Members



October 24, 2022 – The Los Angeles County Development Authority (LACDA) is excited to announce that Executive Director Emilio Salas, has been appointed to the California Interagency Council on Homelessness (Cal ICH) Advisory Committee. Salas has served as Executive Director of the LACDA since 2021 and enjoys almost a 34-year tenure with the agency.

The Cal ICH oversees housing policies, guidelines, and regulations related to “Housing First,” a U.S. Department of Housing and Urban Development (HUD) Federal policy strategy meant to house the most vulnerable individuals quickly and without preconditions or barriers of entry. The Advisory Committee was created through the State’s legislation from AB 1220 in 2021 and will work to advise Cal ICH Council Members.

Under Salas’s leadership, the LACDA has played an essential role in the Los Angeles County effort to combat homelessness by removing barriers and creating better housing accessibility – whether through financing new construction development or supporting programs that help the most vulnerable like those experiencing homelessness, veterans, and transition aged youth.

This month, the Interagency Council added 31 new appointees to the Advisory Committee, all ranging in housing expertise and locations from various parts of the State. Salas is a Los Angeles native and U.S Army veteran specialized in human intelligence collection. In addition to his role as Executive Director, Salas is a former Board member of the California Association of Housing Authorities and a former member of the National Housing Committee for the National Association of Housing and Redevelopment Officials.

“The work that we do at the LACDA is making a difference in the lives of our participants in Los Angeles County,” said Emilio Salas, LACDA Executive Director. “I am looking forward to working with my colleagues in the housing community to find ways to bring the success of our programs to other areas around the State.”

All new members will be able to participate in the Advisory Committee’s next meeting on November 10, 2022.
