With 25+ years as a LACDA team member, Carolina Romo is a seasoned professional with direct experience in affordable housing and community development, program development and implementation, and asset management. She is currently the Director of Rental Assistance Demonstration overseeing the LACDA’s real estate activities including the repositioning and disposition of assets. Prior to her current position, she was the Assistant Director of the Community Development Division and oversaw pandemic relief programs funded with CARES Act and American Rescue Plan funds, the Chiquita Canyon Landfill Utility Relief Grant Program, Community Care Expansion- Capital Preservation Program, Permanent Local Housing Allocation Program, Lead Free Homes LA Program, and assisted in the overall administration of the Community Development Block Grant Program.
Carolina continues to oversee the operations of the Community Office Center in Altadena and is in the process of securing new office space for LACDA staff in the Antelope Valley. She has overseen the financing and development of complex mixed-use transactions involving multiple stakeholders and jurisdictions. Additionally, Carolina is the Administrator of the Los Angeles County Housing Development Corporation, a non-profit affordable housing developer.
Carolina is a graduate of California State University, Los Angeles and holds a Bachelor’s degree in business administration with an option in Finance and a minor in Economics. She is also a graduate of University of Southern California’s Ross Program in Real Estate. She is a licensed California Real Estate Broker and has a Nationwide Multistate Licensing System endorsement. Carolina is also a Certified Public Housing Manager.
