A Year of Expanding Housing Communities and Changing Lives
June 23, 2026 – The Los Angeles County Development Authority (LACDA) is proud to have opened doors to over 430 new public housing units, during Fiscal Year (FY) 2025-2026, expanding access to safe, affordable housing and supportive services for families and individuals throughout Los Angeles County. In addition to these new homes, the LACDA also provided resources for the application and operator selection process for Homekey Harbor City, a 50-unit permanent supportive housing development. Three housing developments that have made the largest impact towards our mission to Build Better Lives and Better Neighborhoods, include the Lakeland Apartments, The Cielo, and Miramar Gold Apartments.
The largest housing development grand opening was at the Lakeland Apartments, a 102-unit development located in Santa Fe Springs. The LACDA supported this project by providing $5 million in Affordable Housing Trust Funds and 50 Project-Based Vouchers. The four-story building and single-story community building is now home to formerly unhoused families and seniors as well as those with limited means. Residents of the Lakeland Apartments receive convenient access to amenities, such as a fitness room, resident lounge, multi-purpose room, laundry facilities, electric vehicle charging spaces, and supportive services offices. In addition to the amenities, lead service provider, The Whole Child, in partnership with the Los Angeles County Department of Health Services, provides residents with a range of physical and mental health services, life skill training, employment support, wellness and fitness workshops, recreation events, and self-care sessions.
In February of 2026, The Cielo celebrated its grand opening in the Chatsworth community. The LACDA provided $3 million in Affordable Housing Trust Funds to the 100-unit, four-story housing development. Residents of The Cielo, who were previously experiencing homelessness and chronic homelessness, now have access to onsite case managers, intensive care management, mental health care, substance use disorder treatment, employment support, workforce development, independent living skills training, computer literacy, and other amenities that provide a stable environment for them to thrive in.
The LACDA invested over $3.4 million in County General Funds for construction and permanent financing for the Miramar Gold Apartments, a 94-unit development in the Westlake District of the City of Los Angeles. Transition Age Youth and households experiencing homelessness, as well as families with limited means, now call Miramar Gold Apartments home and enjoy access to building amenities such as a gym, supportive service offices, children’s recreation room, computer and community room, laundry facilities, bike room storage, two roof decks, and landscaped outdoor courtyards. Less than a mile away from the two seven-story structures, local parks, a grocery store, and public transportation are easily accessible.
“Through partnerships and collaboration, the LACDA is excited to have assisted in creating over 480 available housing units that improve the lives of residents and addresses housing needs,” said Emilio Salas, LACDA Executive Director. “The new year continues the momentum to invest in our communities and support opportunities that expand access to affordable and quality housing.”
