Director
Ms. Twima Earley serves as the Director of the Housing Operations Division for the Los Angeles County Development Authority (LACDA) since April 2019. Twima’ s ongoing vision is to disrupt the cycles of generational poverty and homelessness.
A recent accomplishment includes an award of a $1.8 million Job Plus Grant to work with residents to provide training, education, and employment opportunities to the residents of the Carmelitos Housing Development in Long Beach, California.
Twima comes to the LACDA having served as the Director of Public Housing Operations for the San Francisco Housing Authority. As the Director, Twima was responsible for managing the day-to-day operations of the Public Housing Program, which included the building maintenance of 6,054 units, rent collection, occupancy, resident safety, and security. Under Twima’ s leadership, and with over 17 years of affordable housing experience, the department improved in all areas of operations through the establishment of strong internal policies and procedures, and the development of collaborative partnerships with all stakeholders including the Mayor's Office of Housing and Community Development, and development partners. Twima played a key role in the $1.3 billion Rental Assistance Demonstration conversion in San Francisco, successfully converting 3,491 public housing units to Project-Based Voucher units.
Twima received a Bachelor of Science in Human Services and a Master’s in Business Administration from the University of Phoenix. She is also a Committee member of the Care First and Community Investment Advisory Committee.
